Where are Kodie and Maddie?

O.K. so I am wondering where my 2 little girls are at and I go outside to find them with a screwdriver. I have no idea what they could be screwing up against the house until I get a little closer.
This is what I find. There is some sort of wiring that comes from the ground up into the house. The only thing I can think is either gas or power. Either way you look at it, it's not good. They had unscrewed the screws to the cover and when I found them they were returning the screws to their spot. These little mischievous girls!
